Certificate 3 Guarantee Program

The Queensland Government’s ‘Certificate 3 Guarantee Program’ provides eligible Queenslanders access to government subsidised training.

If you have not completed a Certificate III or higher qualification and live in Queensland, you may be eligible.


To be eligible for the Certificate 3 Guarantee Program a participant must:

  • be aged 15 years or above and no longer at school (with the exception of VET in School (VETiS) students — see the VETiS fact sheet for more information).
  • permanently reside in Queensland
  • be an Australian citizen, Australian permanent resident (includes humanitarian entrant), temporary resident with the necessary visa and work permits on the pathway to permanent residency, or a New Zealand citizen
  • not hold, and not be enrolled in, a certificate III or higher-level qualification, not including qualifications completed at school and foundation skills training from 1 July 2013. However, if completed while at secondary school is acceptable.

Queensland Year 12 graduates

To support Queensland’s Year 12 graduates to successfully transition to employment, the government is offering fee-free training in high priority qualifications under the Certificate 3 Guarantee.

To be eligible for fee-free training, the student must meet the above Certificate 3 Guarantee eligibility criteria and:

  • have evidence of completing Year 12 in Queensland, for example hold a Queensland Curriculum and Assessment Authority issued Senior Statement or equivalent certification
  • enrol in a high priority qualification under the program with a PQS •
  • commence training within 12 months of graduating Year 12 (i.e. by the end of the calendar year after completing Year 12).

Other priority students

The Queensland Government may operate other cohort-specific programs or initiatives where participants access their training through the Certificate 3 Guarantee. These initiatives include:

  1. VETiS
  2. Skilling Queenslanders for Work
  3. Community Learning (continuing students only)
  4. Indigenous VET Partnerships (inclusive of continuing students under the 2014–15 Indigenous Training Strategy)
  5. Strategic Industry Initiatives (inclusive of continuing students under the 2014–15 Industry Partnerships Strategy).


  1. the student holds a Health Care or Pensioner Concession Card issued under Commonwealth law, or is the partner or a dependant of a person who holds a Health Care or Pensioner Concession Card and is named on the card
  2. the student provides the PQS with an official form under Commonwealth law confirming that the student, their partner or the person of whom the student is a dependant is entitled to concessions under a Health Care or Pensioner Concession Card
  3. the student is an Aboriginal or Torres Strait Islander
  4. the student is a school student and is enrolled in a VETiS program (may include young people in detention)  
  5. the student has a disability   
  6. the student is an adult prisoner.

Co-Contribution Fees

Co-Contribution Fees apply to all students partaking in undertaking the Certificate 3 Guarantee Program.

The only exceptions to the fee condition are:

  • Skilling Queenslanders for Work (SQW) participants — this training is provided fee-free to students with any additional costs met through SQW funding
  • Queensland Year 12 graduates undertaking high priority qualifications — this training is provided fee-free to students
  • VETiS students — this training is provided fee-free to students with any additional costs met by the school
  • Foundation skills — this training can be provided fee-free to students, as determined by the RTO.
  • Lower-level vocational qualifications for concessional students — this training can be provided fee-free to students, as determined by the RTO


  • Online (available for Certificate III in Business and Business Administration).
  • Distance Delivery including workshops* (*workshops may not be available for all options).

RPL is an opportunity for you to have previously acquired skills formally recognised. RPL skills may have been acquired through practical work, life experience or formal education. In order to have these skills recognised, you will need to be able to clearly define these skills and provide evidence of your experience and ability against criteria specific to the unit/s you wish to RPL. This evidence may take the form of a demonstration of skills and/ or samples of previous work.


Assessment will only be carried out for accredited training where a qualification, statement of attainment or licence may be issued.

Assessment will be carried out on the submission of completed unit/s of competency or under the RPL processes to ascertain whether the participant can be deemed ‘competent’.

Assessment evidence submitted by the student will be marked and feedback given advising whether the evidence is satisfactory (successful) or unsatisfactory (unsuccessful). Additional feedback may be provided as required. All evidence is retained by Axiom College.


Axiom College has implemented an automated system for receiving Assessments from students who do not complete their work in class or upload them via their student portal.

This is an electronic method that requires students to email all evidence. If documents are emailed with an incorrect subject line, there may be a delay in them being formally received and acknowledged.  If this happens, an email will be sent back to the student requesting they resubmit with the correct information in the subject line of the email. Assessments received correctly will have confirmation emailed to the student.


The Student Support Centre aims to deliver an integrated professional service to all students and employers. This is achieved by providing quality customer service to enhance the overall learning experience.
