On successful completion of the course, participants will receive a Statement of Attainment showing the three units completed.

Participants can then complete a Commercial Operator’s Licence Application (for ground distribution of herbicides) and submit it to the Department of Agriculture & Fisheries Qld, for approval of the licence.

This course is for people looking to operate equipment for the ground distribution of herbicides on land that they (or his or her relative) do not own or occupy, for weed control.

The course consists of three units of competency from the AHC16 Agriculture, Horticulture and Conservation and Land Management national training package, required for the licence application:

  • AHCPMG301 Control weeds
  • AHCCHM303 Prepare and apply chemicals
  • AHCCHM304 Transport, handle and store chemicals

In Queensland, the Department of Employment, Economic Development and Innovation, Biosecurity Qld administers the Agricultural Chemicals Distribution Control Act 1966 (ACDC Act), Land Protection (Pest and Stock Route Management) Act 2002 and other related acts.

The ACDC Act controls ground distribution (spraying, spreading and dispersing) of agricultural chemicals.

Ground distribution is defined in the Act as the spraying, spreading or dispersing of any herbicides or any preparation containing any herbicide from ground equipment.

Ground equipment is defined as any machine/apparatus used or intended for the distribution of a herbicide. Some equipment is exempted from this definition in locations outside of hazardous areas.

These exemptions are:
•equipment that is hand powered
•equipment powered by compressed air or gas applied directly to the spray liquid for distribution without the use of air blast techniques.
•hose proportioning devices.

Assessment will only be carried out for accredited training where a qualification, statement of attainment or licence may be issued.

Assessment will be carried out on the submission of completed unit/s of competency or under the RPL processes to ascertain whether the participant can be deemed ‘competent’.

Assessment evidence submitted by the student will be marked and feedback given advising whether the evidence is satisfactory (successful) or unsatisfactory (unsuccessful). Additional feedback may be provided as required. All evidence is retained by Axiom College.


Axiom College has implemented an automated system for receiving Assessments from students who do not complete their work in class or upload them via their student portal.

This is an electronic method that requires students to email all evidence. If documents are emailed with an incorrect subject line, there may be a delay in them being formally received and acknowledged.  If this happens, an email will be sent back to the student requesting they resubmit with the correct information in the subject line of the email. Assessments received correctly will have confirmation emailed to the student.
